I've already increased MAX_SETUP_TIME from one hour (default) to 2 hours as part of #96557#note-7 for worker hosts with >= 15 slots (almost all worker hosts): https://gitlab.suse.de/openqa/salt-states-openqa/-/merge_requests/536

I think this should be enough.
