[desktop] new test: GB18030 stanard certification test

Description
After SLE-15-SP2 gets GB18030-2005 certification, we want to avoid regression on that, so a new openQA test is required for that.
This ticket is opened for tracking this progress.
The testing steps are described in https://confluence.suse.com/pages/viewpage.action?spaceKey=~kailiu&title=How+to+prepare+the+system+for+GB18030-2005+certification
This new openQA test will be added to Tumbleweed and SLE-15-SP2+.
