it points to a nonexistent file:
http://suse.uni-leipzig.de/pub/ftp.opensuse.org/opensuse/distribution/leap/15.3/appliances/openSUSE-Leap-15.3-JeOS.x86_64-15.3-OpenStack-Cloud-Build9.88.qcow2

as a consequence, all our CI jobs using this image fail.

Currently I cannot reproduce - I get 16 European mirrors, but uni-leipzig is not one of them. This may have been related to the database issues we had a couple of weeks ago. Please re-open if the problem persists.
