It should be a timing issue.
Most like a timing issue:
If connecting to the vterm at once after booting up the lpar. no issue seen.
chsysstate -r lpar -m redcurrant -o on -b norm --id 8 && mkvterm -m redcurrant --id 8
-b BootMode Override the current power on mode setting. Valid values are:
norm: normal
dd: diagnostic with default boot list
ds: diagnostic with stored boot list
of: Open Firmware OK prompt
sms: System Management Services
-b dd takes longer time than -b norm
Add shutdown, still has this problem:
