Description

Create a new FIPS specific fips_ker qcow2 for multimachine testing xrdp instead of depending on create_hdd_gnome from the functional group team in the future.
Experimental purpose:

  1. It can avoid the missed network configuration from the functional group
  2. Plan to collect the multimachine test cases into a group
  3. It could remove the test_repo_setup & fips_setup cases during the test sequence
