This is most likely a request to NPP to create openSUSE:13.1 (Susanne might be able help) and then file a bugzilla report against bugzilla to
clone the settings of openSUSE:Factory

susanne explained what to do - so we have 13.1 in bugzilla in general. but the bugzilla team needs to clone the components and its owners
mailed bugzilla commitee - bnc#779968 is reference for the future
bug 843437 has not been processed. I've sent an additional reminder mail to Ryan Wilson and Dean Ricker (ie the ones that bugzilla adds as default assignees resp QA contact for Bugzilla).
