Issue is caused by PUBLIC_CLOUD_IMAGE_LOCATION. This setting needs to be removed, but is still present

failing and fixed test run by manually setting PUBLIC_CLOUD_IMAGE_LOCATION=

I found the setting is still present for some products in OSD products. Going to disable them now.
