Description

My parent job got parllel_failed when child job failed even I set PARALLEL_CANCEL_WHOLE_CLUSTER=0

Got same result with PARALLEL_CANCEL_WHOLE_CLUSTER=1
http://10.67.134.217/tests/11696

My openQA version is Version 4.6.1591102298.eaaeda71e, so its should has this feature.
