My parent job got parllel_failed when child job failed even I set PARALLEL_CANCEL_WHOLE_CLUSTER=0

My openQA version is Version 4.6.1591102298.eaaeda71e, so its should has this feature.

My parent job cancel due to all child jobs failed. Parent will keep running if leave at least one child running.
