Yes, that means most mirrors do not carry "update/tumbleweed/", because most mirrors do not carry "repositories/". In the US, "repositories/" are available from e.g. our own mirror in Provo and from Purdue Linux Users Group.

Yes, it is up to the mirror operator to decide what they mirror, many only do Leap isos and repos.

One considerable reason this is a problem is because it's routine for download.opensuse.org attempts to timeout from
late Friday through the weekend, either for extended periods, or the whole time, and sporadically during the week.

download.o.o does get very busy from time to time, but so far you are the only one having reported difficulties accessing it. I don't know how we can pursue it nor if it is a general problem.

Even though http://download.opensuse.org/update/ is currently working with zypper, web browsers opening it do not list tumbleweed.

Yeah, that is a side-effect of "update/tumbleweed/" only being a redirect.

Felix, we have found a daily clean-up job that could possibly be to blame - it would normally run at 0435 UTC, every day. It's been disabled for now - let me know if you notice any affect.

Wrt $SUBJ, I have replaced the two apache redirects with two symlinks, see https://progress.opensuse.org/issues/67615. There are hardly ever any TW updates, so we won't be taking up much space on the mirrors.
