[sle][migration][SLE15SP3] we need add extra solver case upload for zypper_migration.pm

Description
Currently only zypper_call can trigger solver test cases upload to openqa, but in zypper_migration we face situation which not call zypper_call function.
So we need fix this.

Try to upload the solver test case when failure.
