Description
Test cases w3m_https/links_https/lynx_https failed with the same reason,
PackageHub repos have some issues sometime, see:

Test cases should be enhanced to avoid this issue.
How to fix:
The related code is in function "setup_web_browser_env()" of file ".../lib/web_browser.pm"

New found:
- Pkg "w3m" is in Basesystem module. It could be better to not use setup_web_browser_env().
- Pkgs "links & lynx" are in PackageHub module. PackageHub will not be ready on early developing stage, if these 2 test cases failed it can be tracked by bugs, e.g., Bug 1175578 - [Build 14.2]Migration openQA test fails in scc_registration- package hub not ready on 15sp3
