The job templates page could be improved:

use API
create one page per product (or "real product" as discussed in issue 6414)
turn it around - assign a list of machines to each testsuite

the problem is that both machines and test suites are basically unlimited. So displaying a matrix doesn't actually make sense even if you turn it around.

We can use the multi-value chosen box for machines, it works rather ok for large number of choices.
Then, one testsuite per line should be ok, maybe we could also filter-out testsuites with no machines.
