Treat jobs without job group with default timeouts

Description

We have 2 year old jobs with videos - just because we can't account them to a job group (individual job posts).
We should kill them by the job group defaults configured in openqa.ini

https://github.com/os-autoinst/openQA/pull/1798 - it only affects 7800 jobs though
