Hey, don't know how helpful or effective it will be, but I can translate and publish the invitation once you decide what version will be published - on open.hr and get it published on the popular linuxzasve.com portal and/or forum (linux za sve = linux for all). Also once that's published, push it around through the Linux users' Facebook group.
In addition to adding the link to the Google Form or whatever way you choose to let people sign up, I would also mention the travel support program in the "call for team members draft" - people migh be unaware of it's existence and be put off by the percieved price of the trip.. :-\

That would be helpful Svebor! We are doing similar actions here in NL, hopefully others can pick this up as well!

As far as i am concerned, they can register on Redmine (this system) and directly participate in the project.
