Creating a new repository structure for leap 15 based invis-servers

Description
Ingo mentioned that it would be wise to create a completely new repositories structure. A new start from scratch helps to drop old ballast from our repos.
- % Done changed from 10 to 40
I've created the 4 standard repos testing, unstable, stable and common under spins:invis:15
- Status changed from In Progress to Closed
- % Done changed from 40 to 100
It was necessary to add a perl repository.
