[sle][migration][sle15] Upgrade SLE 11 to SLE15 via SMT

Description
We need test migration to SLE15 via SMT.
- The original system should be SLE 11 SP4
- Only on milestone builds, since only milestone builds will be synced to SCC, then mirrored to SMT
- Priority changed from Normal to High
Firstly update patch_before_migration.pm to support registering SLE 11-SP4 to SMT.
Secondly define migration test suites on o.s.d
Finally add add related test cases to https://openqa.suse.de/group_overview/145
