Make the need of reimbursement model more obvious

Description
Send mail reminders to the requesters to start the reimbursement process and include a link to the reimbursement (and a button to start the process if not there) in the requests list.
- % Done changed from 0 to 30
Added links to see and create reimbursements directly from the requests list (and corresponding tests).
- Status changed from New to In Progress
- % Done changed from 30 to 80
Finally implemented in master (took waaay longer than expected). Needs to be cherry-picked to stable.
- Status changed from In Progress to Closed
- % Done changed from 80 to 100
Cherry-picked, deployed in production, triggered first reminders and explanation mail sent to both TSP Committee and openSUSE Board.
Exclude TSP Committee in the mails, as requested by themselves. Implemented and deployed.
