Description
The application should send reminders if a given request/reimbursement is in the same state for a long time.
Pushed forward to a upcoming milestone as long as it's not currently needed in production.
Finally implemented using the clockwork gem. I still have to configure it in production, but I don't expect to be harder than delayed_job which is already working.
