share threshold in worker reaper and worker view

Description

the worker view displays "dead" workers as idle. There should be some global threshold that tells whether workers are dead.

Also, what happens if the reaper declares a worker as dead but then the worker reports something again? Please check.

btw a little bit to explain about $threshold, in worker reaper it's time-now due to it will delay 10 seconds to check which worker dead; in workers view, sets a timer in this one page viewer may not really useful, so the threshold is time-now but the second sets as zero, eg. if hms is 2014-03-28 04:21:14 it will be 2014-03-28 04:21:00.
