openQA test in scenario sle-12-SP3-Server-DVD-aarch64-migration_offline_sle12sp2_allpatterns_fullupdate_aarch64@aarch64 fails in
patch_before_migration

Reproducible

Fails since (at least) Build 0423

Expected result

According to bsc#1044234, Toolchain Module default selected by yast registration is expected behavior on sles12sp2 aarch64

Details

The default system compiler is not capable of building ARM binaries so we install the Toolchain compiler by default.
