closed[qam][sles][12-sp2]test fails to reboot in kdump_and_crash after triggering crash

Observation¶
openQA test in scenario sle-12-SP2-Server-DVD-Updates-x86_64-mau-extratests@64bit fails in
kdump_and_crash as it hangs on triggering a crash. The previous problem about zypper ref timeout is not the problem anymore. https://openqa.suse.de/tests/958058#step/kdump_and_crash/29 is how it should look like.

Fails since (at least) Build 20170525-1
Expected result¶
Last good: 20170524-4 (or more recent)

This is a known issue:
Test died: needle 'grub2' not found at /var/lib/openqa/cache/openqa.suse.de/tests/sle/lib/opensusebasetest.pm line 348.

Problem isn't needle , but crash starts without running kdump service
my $active = script_run("systemctl -q is-active kdump.service");
record_soft_failure 'bsc#1022064' unless $active;
always returns true and even worse hide failed state od kdump service
second thing , here is real issue with generating kdump initrd ...

btw. this example is for too short timeout on zypper ref command

merged, so bsc#1021484 is now detected , test marked as softfail and known workaround applied
