Observation

openQA test in scenario sle-15-SP6-Server-DVD-Incidents-Install-s390x-qam-incidentinstall@s390x-kvm fails in
update_install

MAX_JOB_TIME=9000 due to long texlive update

Reproducible

Fails since (at least) Build :38657:brltty (current job)

Expected result

Last good: :38865:dnsdist (or more recent)

system-user-brltty = 6.6-150600.1.7 is missing on system thus preinstall failed, but patch does contain system-user-brltty-6.6-150600.3.3.1
I did manually do preinstall part and following patch passed.
