[ux][ui][easy][beginner] Unify openQA UI tooltips in job schedule

Description
With #113495 implemented, we now have two different tooltips:
- Help tooltip with at the priority setting implemented in #113495
- Datetime tooltip on scheduled time (eg. 10 minutes ago)
We should change the old datetime tooltip to use the native Bootstrap tooltip, as in #113495
- Subject changed from [easy] Unify openQA UI tooltips in job schedule to [ux][ui][easy][beginner] Unify openQA UI tooltips in job schedule
- Target version changed from Tools - Next to future
