openQA test in scenario sle-15-SP6-Server-DVD-HA-Incidents-Install-s390x-qam-incidentinstall-ha@s390x-kvm fails in
update_install

Test suite description

The osado test module updinstall/update_install.pm needs to handle libica-tools conflicts with libica-openssl1.
The root cause is only one of them can be installed.

Reproducible

Fails since (at least) Build :36732:python311

Expected result

Last good: :37312:kdump (or more recent)
