[WSL] Extract `prepare_wsl` module from every test suite

Description
Right now, the module prepare_wsl and part of install_wsl is being run in every single WSL test suite.
The idea is to extract it to the 'Windows installationtest suite, so that theqcow2` image created is ready to be used.

Reestructured the OSD interface to move the "Other->Windows KVM install" to "WSL->Windows HDD creation".

The changes are correct in O3 and OSD. There was need to add an exception for aarch64 as there's not an image with WSL pre-intalled.
