Motivation

This was brought up during the SUSE QE Tools coordination meeting 2024-11-29. As can be seen in our stacked backlog sizes the amount of "blocked" has significantly increased in the past months. This can be a good indication that we more and more of our effort goes into issues of "busy waiting" and applying secondary mitigations to work around sluggish reaction times. We had brought up and tried to address the topic already on multiple occassions in the past and we are proactively looking for ways to improve the situation for all of us.
