Observation

fips_setup.pm was refactored:
https://github.com/os-autoinst/os-autoinst-distri-opensuse/commit/8e489f9ab83d6f7b04fbd5db125b25522887bc5b

The fips tests now need proper setting of FIPS_ENABLED.
