Description

Trying to run an update on one of the openSUSE Leap 42.2 machines, I get:

First question: why is it outdated?
2nd question: why is "GPG Check" disabled for this repository?
3rd question: why is refresh enabled for the static repo-oss repository, which - by intention - should not change any more?

1) this is the message printed by OBS when the repository is empty. Fixed by enabling build for an arbitrary package
2) see https://progress.opensuse.org/issues/16560
3) to ensure that the repo will be updated after initial deployments or before distro upgrades. I am open to (automated) suggestions to improve the situation though
