openRFC: Moderate first email from new support/users list subscribers

Description
To mitigate spam on support@ and users@ it was proposed to set the default handling action for new subscribers to "Moderate" and to then have a moderator review the email. If they accept it, they will set the default handling action for the respective user to "Default processing" in the same run, allowing the user to send their next email without moderation.
This was tested with success on a test emailing list, but comes with some considerations:
- the default action for all existing members needs to be explicitly set to "default processing" first
- moderators must discard "subscribe" or "unsubscribe" emails (if those arrive in the moderation queue, the user likely sent it to the wrong address by accident)
- moderators motivated to do actively do this job are needed, to keep a good user experience for legitimate users

I suggest that you only need to moderate posts coming via HyperKitty. The first two or three, because I have seen some posters send initially a "good" post, and then a spam one.

Is it an idea to put any new subscriber under moderation for (f.e.) their first 5 posts. I'd be willing to help out to do that once it works.
