[qe-core][qem]test fails in systemtap, Installed kernel-devel does not match kernel version. This usually happens when there's a new kernel, wait a day to see if the image is updated

Description

Seems the rleased kerenl package is not synced to the updates repo and we may need to

  1. wait for sometime to make sure the new kernel can be installed and run the failed jobs and create_hdd jobs again to make sure the new kernel is installed
  2. we can add force softfail label if the package is not install in next day

Observation

openQA test in scenario sle-12-SP5-Server-DVD-Updates-x86_64-mau-extratests2@64bit fails in
systemtap
