closed[qe-core][qem]test fails in systemtap, Installed kernel-devel does not match kernel version. This usually happens when there's a new kernel, wait a day to see if the image is updated

Description¶
Seems the rleased kerenl package is not synced to the updates repo and we may need to
- wait for sometime to make sure the new kernel can be installed and run the failed jobs and create_hdd jobs again to make sure the new kernel is installed
- we can add force softfail label if the package is not install in next day
