this might be a dup of #1295, we'll see. But if packagers try to help in notifying us about the staging group a submission belongs in, they're free to add a review by_project and as long as there is only one of those, the signal is pretty clear.
So possibly staging list needs to look at those and all other actions work purely on tracked requests
