[security] oscap tests fail on ppc64le

Description

Now that our ppc64le workers (using LPAR) are back, the oscap tests fail to run on those:

15-SP5:

The boot issues may be something common with other failures, but the xccdf_remediate might be something else.

I'm not sure why the first oscap tests - oscap_ansible_anssi_bp28_high_hmc - passes past the boot stage but others don't, even though they should be relatively similar.

Will add exclusions and expected results for power platform (for now copy of s390x).
Waiting power vms to be stable and able to boot.
