It actually happened first in Build 199 (https://openqa.suse.de/tests/683192#step/snapper_cleanup/1). It's because QGROUP key is gone. Quota was probably not set during installation phase. Perhaps a bug should be filed against yast.

snapper is not build with btrfs quota support (see https://build.suse.de/public/build/SUSE:SLE-12-SP3:GA/standard/x86_64/snapper/_log). Likely due to all the
changes done to unify the snapper build projects.

The parent job which is suppose to create an hdd missed the togglehome variable.
snapper cleanup should run fine on the next build.
