I checked the bug on SLES15SP5 manually:
Input command '/sbin/yast2 keyboard' on a non root user, the keyboard is started, but can not save changes.
And the bug is closed as WONTFIX.

Anything else I can do for this ticket?

you can proceed to remove the soft failure then.
