[WSL] Create installation jobs for Windows in O3 just as in OSD

Description

The Windows KVM installation runs only in OSD and after that there's need to copy the generated qcow images from one server to the other.

This process is tedious, as there's no connection between the machines. That's why it would be needed to have a replica of the installation jobs in the O3 server, so that the same images are generated by just running the jobs.
