openSUSE admin

Greetings openSUSE Team and Admin

I would like to request for a new devel project for
https://harelang.org, a new programming language written by Drew Devault.

The reasons for this is the language is fairly new and I think I made a
mistake of adding it to openSUSE:Factory.

Once it reaches "stable", I will SR again to openSUSE:Factory. This also
fixes the issue of using newer changes of QBE, a compiler backend that
is used for hare by packaging the latest commit of QBE there as well.
The QBE in devel:tools:compiler will be reverted back to point
releases while this one will be renamed to fit with hare's dependency needs.

I hope my request will be given utmost consideration!
