While trying to manually download a Leap 15.5 package, I'm getting these
errors:

Was the error from the directory list or from the package download?

If download.o.o did not respond, cdn.o.o cannot deliver either, unless it has a fresh cache of the requested object.

It seems to be working here atm. Is it still an issue for you?

time curl -s "https://mirrorcache.opensuse.org/distribution/leap/15.5/repo/oss/x86_64/?jsontable took a minute before the cleanup and ~4.5 seconds after
