The links are now also working for me. They weren't working for ~6-8
hours today for me. Not sure what the issue was but all seems normal now.

the mentioned links work fine for me, but please note that download.opensuse.org is a redirection service, hence the error you report might be caused by one of the target servers and I might not be hitting the same one as you.
It would be great if you could report which mirror is posing this issue. For example, using curl

Hello,
I was just trying to download a KVM aarch64 Tumbleweed image. I'm
getting a "403 forbidden" error when trying to download this file or any
other aarch64 VM images. I can download all the checksum files.

Quick testing seems like these images are the only ones causing issues.
