My issue appears to have resolved itself or been fixed by someone. 

sudo zypper refresh
Repository 'Main Repository (NON-OSS)' is up to date.                                                         
Repository 'Main Repository (OSS)' is up to date.                                                             
Repository 'Main Update Repository' is up to date.                                                            
Repository 'openSUSE-20230929-0' is up to date.                                                               
Repository 'Open H.264 Codec (openSUSE Tumbleweed)' is up to date.                                            
Repository 'vscode' is up to date.                                                                            
All repositories have been refreshed.

Hi there,

It's always worth to wait whenever we ran into issues like that, most of the time they just go away by themselves.

By the way, you have an OSS duplicate repository:

openSUSE-20230929-0|http://download.opensuse.org/tumbleweed/repo/oss/

Duplicates are known to make Zypper confused and caused troubles. Better get rid of it to avoid future headaches.
