Motivation

In our recent workshop we learned that some users would like to be able to trigger openqa-investigate on demand with a button in the test somewhere, in order to save resources (we currently run it by default for every failed test, except some excluded job groups).

I think it's a good idea to trigger the according minion jobs or something on demand to re-evaluate if somebody applied changes to tickets but I would not disable it by default
