Hello,
For some reason the repository containing the Userspace Livepatching
tools "home:ULP" is not a devel project, and therefore I can not send
its packages to Factory.
Can "home:ULP" be added as a devel project?

All projects starting with "home:" are home projects, and in their nature not intended to ever be devel projects.
You should find a devel project fitting your software, and submit it there first. Only from a devel project should the software be submitted further to Factory.
I'm not sure if there is an existing devel project the ULP tools would fit into. I'll assign this to OBS admins to advice whether you should be given a new project for this purpose or whether there is an existing one you could contribute to.

libpulp, ulp-macros, and any other tooling package we may create to support userspace livepatching.
