E: Failed to fetch http://downloadcontent2.opensuse.org/repositories/home:/librespace:/satnogs/Debian_11/Packages  404  Not Found [IP: 116.202.118.202 80]

This is not a consistent error but happens intermittently. No specific pattern is observed.

The above error is the output of this GitLab CI pipeline: https://gitlab.com/librespacefoundation/docker-gnuradio/-/jobs/4370954526

The error happens on various GitLab CI runners. I am not aware of the location of runners to narrow down based on possible geolocation.

I removed another vhost from nginx on downloadcontent2c.o.o that I added 20230523 to cover for download.o.o during its outage. Maybe that helps. Feedback welcome.
