python version is "hardcoded"!

python3_new_version_check

Test will pass with PYTHON_VERSIONS=3.11 https://openqa.suse.de/tests/11148390
But I would not use variable to define package version.

We should test all 'new' versions if possible, so let me try to enhance the current logic to test the dedicate one.
