This looks like not anymore related to https://bugzilla.suse.com/show_bug.cgi?id=1191684, and happens on aarch64 only
openQA test in scenario sle-15-SP4-Online-QR-aarch64-apparmor_profile@aarch64 fails in
apache2_changehat, Last good: 186.1 (or more recent)
