closedServer configuration for running the Mojo based webUI
Description
For development, Mojolicious includes a standalone server (Rails/Sinatra style). But in order to do a real deploy, we need a proper configuration including a proper web server (like Apache), assets management, etc.

added a config file. We still need to decide about the file system layout. I've kept DocumentRoot "/usr/share/openqa/htdocs" from the old config so far and don't redirect /static.
