openQA test in scenario opensuse-15.4-DVD-Incidents-x86_64-gnome@64bit-2G fails in
qam_zypper_patch

Likely here the INCIDENT_PATCH setting is used, but INSTALL_PACKAGES should have been used

Test suite description

Revert schedule to working settings - dleuenberger, 20211117

Reproducible

Fails since (at least) Build :17879:clustershell.1680535900

Expected result

Last good: :17862:seamonkey.1678217581 (or more recent)

I checked the latest test run ( a day ago) and found out that INCIDENT_REPO is not available:
http://download.opensuse.org/repositories/openSUSE:/Maintenance:/17879/openSUSE_Leap_15.4_Update/

I think this might be the reason why the test failed.
