Looks like the user guide and the extra warnings in the UI are not enough to prevent situations as the one described in:
https://github.com/openSUSE/travel-support-program/issues/2

State description (more verbose that the name) and guide (about the next step) added to request and reimbursements, both in the view and in the mails. Deployed in staging and mailed to TSP Committee for review and feedback.
