I have been unable to reproduce the problem so far, but judging from the videos (i.e. https://openqa.suse.de/tests/9904203/video?filename=video.ogv) the problem seems to be that the curl command is executed before the server ordered by the previous command (python3 -m http.server) actually finishes getting the server up.
Waiting a bit before accessing the server should fix this problem.
