openSUSE admin

Hello,

I hereby request:

• a top-level project "SUSE" for us to maintain packages in "SUSE:Infra"
  • if you feel like "SUSE" is too generic of a top level project to assign to us, an alternative proposal would be "SUSEInfra", but I was thinking other teams could make use of the "SUSE:" namespace as well once it exists
• a user group "suse-infra-team"
  • if possible to add me as an initial admin, I would add the other members myself
